horde webmail doesn't work at all.

exim4u itself seems to work fine.

anyone have a replacement that's php7 compatible for webmail?

Try Group Office - https://group-office.com/ although I haven't tried it with php7. Let us know.

I'd recommend Roundcube if you just want Webmail.

I run roundcube and rainloop, giving my users a choice. As Michael stated, webmail only though.
